Several Rockford police officers and officers from other police departments responded to the shooting involving an officer on Saturday, May 28, 2022, in the parking lot of the Hard Rock Rockford Casino on the east side of town. According to police, the officers shot a man who pointed a gun at them.

ROCKFORD – Two Rockford police officers and an off-duty Winnebago County Sheriff’s Deputy were right to use deadly force on a gunman outside the Rockford Casino on May 28, according to Winnebago County State’s Attorney J. Hanley.

No criminal charges are warranted in this case, Hanley said in a nine-page memorandum released Thursday after Hanley reviewed the investigation by the Winnebago Boone Integrity Task Force.

Bradley Thompkins, 51, was fatally shot by officers responding to a gunman’s call in the parking lot of the casino, 610 N. Bell School Road.

Thompkins was shot by Rockford Police Officers Dion Embrey and Jordan Black and Sheriff’s Deputy Giorgi Arbisi after pointing a gun at officers in the parking lot. An off-duty deputy who was working in casino security at the time of the shooting did not fire his weapon.

Body worn and dashboard camera footage of the shooting shows Thompkins held a gun to his own head and fired in the air before pointing the gun at officers.

Thompkins was shot three times in the midsection. He died of his injuries on June 30.

The three officers who fired their weapons said they feared for their own lives and feared for the safety of fellow officers and the general public.

“A criminal prosecution for first or second degree murder would require proof beyond a reasonable doubt that the officers were not legally justified in using deadly force against Thompkins,” Hanley said in a written statement. “In other words, a judge or jury should find that Deputy Arbisi, Officer Black or Officer Embrey did not reasonably believe that they or others were in imminent danger of serious bodily harm. by Thompkins. Based on the totality of the circumstances, Deputy Arbisi’s, Officer Black’s and Officer Embrey’s belief that shooting Thompkins was necessary to protect himself and others from harm. grievous bodily harm was reasonable.”

The task force is led by the Illinois State Police and is made up of area investigators from departments that were not involved in the shooting.

CHARLOTTE — A Richland County sheriff’s deputy working at the South Carolina State Fair last year noticed something unusual: A gunman dressed in black with what appeared to be police badges was walking around a Great Dane also dressed in police uniform. But he was not one of the deputy’s colleagues.

New court documents obtained by Channel 9 say a Newberry man is charged with impersonating a federal agent and making false statements to the Richland County Sheriff’s Department last October.

According to a search warrant, RCSD Deputy Chief Harry Polis, Jr. was working security at the State Fair on Oct. 22 when he spotted a man disguised as a Bureau of Alcohol, Tobacco, Firearms and Explosives agent. The man, identified as Stephen Andrew Miller, was dressed in black police-style tactical gear with a patch reading “ATF POLICE” on his chest. Court documents say Miller also had a silver badge that looked like an ATF task force officer’s badge and a handgun holstered on his hip. Miller had a dog with him, and the dog wore a vest with “POLICE” written on the back.

Polis approached Miller and asked for identification, but Miller could not provide law enforcement credentials. Miller told the deputy he was an ATF agent who worked at the Charlotte office, and he claimed he was ‘familiarizing his police dog with the presence of large crowds,’ according to the search warrant. .

The deputy chief and an employee of the state fair spoke with Miller, and he claimed his office had contacted the fair for clearance. The search warrant says the general manager of the South Carolina State Fair knew nothing about Miller or “his alleged purpose of being at the fairgrounds as a federal agent.”

Miller told the deputy he had no identification, and because the deputy could not confirm his story, he was escorted to his vehicle.

After Miller left, the deputy contacted the resident agent in charge of the ATF at Columbia, Eddie Eubanks, who confirmed that Miller was not an ATF agent. The search warrant indicates that Miller actually worked as an employee of a Samsung home appliance manufacturing plant in Newberry.

Miller is charged with a felony by impersonating a United States officer, and he could face up to three years in prison and a fine of up to $250,000.

After a two-year hiatus, the Lilac Festival returns to downtown Spokane this weekend.

This time, under the theme “Our City”, the organizers of the festival aim to “honor the military, empower our young people and highlight our region”.

With two years of pandemic closures behind us, Lilac Festival 2022 President Alan Hart chose the theme to honor the community. Each event aims to bring the community together.

“I was looking forward to this,” Hart said. “The parade is a bit smaller than it has been in recent years – it will last another two and a half hours. It’s still just gigantic.

What to expect

Starting Saturday morning, the event will kick off with a float tour, during which Lilas festival-goers will have the chance to get a glimpse of the Our City 2022 floats and around 20 visiting floats. The staging will begin under the freeway between Fourth Avenue and Jefferson Street at 8 a.m.

Portland Rose Festival representatives the Royal Rosarians will visit the Manito Park Rose Gardens to plant a rose in Hart’s honor at 10:30 a.m. After serving three touring assignments at Fairchild Air Force Base with the 92nd Maintenance Group, Hart retired in Spokane with his wife, Tera, a teacher at Medical Lake High School, a veteran, and a graduate of the U.S. Air Force Academy. A military family, the Harts have a son in the Navy and another who will participate in the Torchlight Parade with the Color Party team. Beginning at 1 p.m., festival sponsor BECU will have a booth at the Vendor’s Fair on Howard Street between Spokane Falls Boulevard and Main Avenue. BECU will share information about the Veteran Employee Resource Group (VERG) and their commitment to the Armed Forces.

New this year, organizers will host a “brew party” with beer tastings from 16 local breweries on Wall Street between Spokane Falls Boulevard and Main Avenue between noon and 5 p.m. This event is already sold out, but you can still register on a waiting list. Now retired, Groves served in the Air Force for more than 26 years, 14 of them in Special Operations Command, serving combat missions in Iraq, Kuwait, Djibouti, Pakistan and in Afghanistan. In 2004 Groves was awarded a Silver Star Medal for his actions in Fallujah, Iraq.

No stranger to Spokane, Groves served as commanding officer of the Survival, Evasion, Resistance and Escape School at Fairchild Air Force Base from 2016 to 2018, during which time the school trained more than 32,000 troops. , sailors and airmen.

Finally, Judge Debra Stephens will serve as honorary marshal of the 2022 Grand Parade. A native of Spokane, Stephens is a graduate of West Valley High School and received her law degree from Gonzaga University School of Law as a scholar. Thomas More.

An 18-year-old who was gunned down by a Bernalillo County Sheriff’s Deputy late last month was holding an AR-15 pistol as he ran towards other lawmakers, officials said on Tuesday.

Elijah Riche was taken to hospital, where he died.

Deputy Ronald Perez, who shot Riche, has worked for BCSO for 10 years and it was his first shoot. A spokeswoman for the sheriff’s office said he returned to work after an administrative leave.

The incident took place around 2 p.m. on November 26 in the North Valley.

At a press conference on Tuesday, BCSO captain Nick Huffmyer said Perez was sent on an indecent show call at a gas station on Edith and Montaño NW when a red Subaru swerved at the intersection and crashed head-on into a car. The Subaru driver then took off. Another deputy gave chase and the car crashed again, the second time into a chain-link fence further down the street.

At this point, Huffmyer said, a man – later identified as Riche – got out of the car and started running down the street before turning around to retrieve guns from the car. Perez left the call he was on, arrived at the scene, and followed Riche.

In footage from security and body-worn cameras, Riche can be seen running down Nikanda Road – a dead end – away from MPs as they shout orders. When Riche reached a fence blocking a parking lot about halfway down the street, he turned around and ran past Perez in his patrol car and came back to two other deputies in their patrol cars at the entrance from the street.

“(Perez) then gets out of his patrol vehicle and gives a second time repeated orders to” drop the gun. Stop, land on the ground. Show me your hands “…” said Huffmyer. “The suspect refuses to comply, and that’s when the shooting takes place.”

In a body-worn camera video, Riche can be seen some distance from Perez with what looks like the AR-15 held loosely by his side, then pointing skyward.

Huffmyer said he thought “it’s pretty clear that (Perez) thought his fellow MPs were in danger” and that Riche “was running straight for MPs while he was armed with the gun.”

Video shows Perez shoots Riche, who falls to the ground before sitting down and yelling, “I’m hit”, “you shot me” and “I made a bad decision”, as the deputies come closer. He was taken to hospital, where he died.

Huffmyer said that in addition to the gun in Riche’s hand, there were three guns in the backpack he was holding and another gun in his car. Huffmyer said investigators were still looking for where the guns came from.

A man who answered the phone for a number associated with Riche’s family declined to speak to the Journal.

According to an obituary, Riche had recently graduated from high school, bought his first car and moved into his own apartment.

“He was so excited to begin his journey as a young adult and explore all that life had to offer,” the obituary reads. “Elijah was passionate about many things in life and those who knew him witnessed this passion with every word he said.”

Huffmyer said the incident was still being investigated by the multi-agency task force made up of the Albuquerque Police Department, BCSO and New Mexico State Police and by the internal affairs.

“We think the video speaks for itself but, again, it’s not our agency’s job to necessarily determine the legality of the shoot,” he said. “Once the criminal investigation is completed by the film crew (MATF), this information is passed to the district attorney’s office and they will make this decision.”

This was the second shoot by BCSO MPs this year, both fatal and both where back-camera video was available. In February, two MPs shot dead a man they said shot them as they pursued him in the backyard of a South Valley home.

The Peoria Police Department said two officers shot dead a gunman after responding to a domestic violence call early Sunday morning.

Sgt. Brandon Sheffert, a police spokesperson, said officers were responding to reports of a man attempting to strangle someone around 79th Drive near Cactus Road at around 3:45 a.m. when a man identified like Adrian Begay, 25, approached officers with a gun and pointed it at his head.

Sheffert said the officers tried to negotiate with Begay for several minutes until Begay pointed the gun at the officers. Each officer shot Begay at least once, hitting him.

Officers and later firefighters took action to save lives on Begay, before he died at the scene. Sheffert said none of the officers were injured in the shooting and their body cameras were activated.

Sheffert said the Buckeye Police Department will investigate the incident as part of the West Valley Investigative Response Team – a task force made up of law enforcement agencies that has been created earlier this year to prevent an agency from investigating its own shooting.
